Error: This resource can only be used in the context of an organization, "foo" is a user

This error masks the fact that our token had expired. This is described in the [comment](https://github.com/integrations/terraform-provider-github/issues/769#issuecomment-1398054277) above. Rotating the token solved for us - but it is still very opaque...
