The charger doesn't have high enough voltage to produce a visible spark. Are you sure you're not seeing electrostatic discharge?
If it's static, you'll mostly want to make sure you, the machine, and the charger are better grounded. The default lemp9-12 charger doesn't have a ground pin on the AC...

I understand, but is this issue a feature request for better ways to configure Coreboot, or is it an issue about having better Windows support? We're crossing the beams here....
No worries. The reason I make the distinction is that Windows support can and probably will be improved before designing an application for customizing Coreboot configurations.
