Thanks for the info. Unfortunately this breaks some of our existing certs in the field and will require a rotation.

I can confirm it's fixed with the latest rules_go and Bazel 7.1.2. It still persists with rules_python and pip but that's captured in another issue.

Any updates on this? I'd like to update my circl version without needing to patch it.
