If we're going to do 1, we'd need to complete progdisc/resources#8. Perhaps there's a way to create a linter for that project with a CI service?

That doesn't mean the responses inherently can't be edited or improved by vocabulary. If they are really exactly the same, it may not be that difficult to filter out duplicates....
