Env variable REACT_APP_BACKEND_URL is not affect

@shuaiderena i don't think this fix cause backend offline as it only fixes the usage of REACT_APP_BACKEND_URL env variable. Please check your backend logs.

@zzytmbld i use main branch, and the image in docker-compose is still `docker.io/searxng/searxng:latest`. After putting `limiter.toml` file into the folder `searxng` , my searxng container seems to work without crashing.
