Feature request: On Dockerfiles, allow filepaths to be excluded from ADD and COPY commands

I am continuing the discussion in the proposed PR https://github.com/moby/buildkit/pull/4561

add an additional --exclude option to COPY instruction for the files or folders to be excluded while copying them

rpm-ostree-toolbox creates ostree tree with missing grub file, resulting in a failing installer
