i just started play with this feature. Problem arises, when excluded packet is listed in dependencies of other package. My idea is to make "blacklist" as hard suggestion, but not...

but there is --force-maintainer to overwrite all config settings with default from maintainer. I can code it as an option, but still thinking if not better to accept each change...
