Add a server flag to configure registry URL to be used by Coder dashboard

The registry doesn't integrate with the server yet and the status of this is unclear, so I'm closing this out.

We've actively worked on improving the throughput, and in an upcoming release it will get even better (#13406). Let me know if this is still a problem!
