At a glance it seems to me like you might have a bug somewhere where you're assigning `*simulation.PopulatedResourceArrays` to `PreEncodedSimulateTxnResult.PopulatedResourceArrays` instead of `*model.ResourceArray` but its not super clear where that...

Id say it depends entirely on how soon the access PR gets merged
