Your example wms is working fine in both qgis and another client for me

EPSG:32661 (Arctic) is marked as swapaxis but not neu in proj4 definition since a while back (unsure exactly what version of proj it did change) also a fix for qgis...

That option are dangerous to use if NOT the intetion of the wms is used as singe tile wms

It will increase the chance of cut/miss alinged labels between tile's if it does like you stated and the client that consume the wms dose ask for tiled wms and...
