Integrate Amarna (Cairo static-analyzer and linter) into our continuous integration process

While this was integrated [in PR#158](https://github.com/smartcontractkit/chainlink-starknet/pull/158) we should also integrate it to the project itself, add as a dependency and make available as part of the `make lint` entry point.
