To the extent of my limited knowledge, there's none under cygwin. However, there is win32api and win32security. They are much more complex than these simple set/getfacl calls.

Tried to record a screengrab with Test-Applications. Didn't work. Pick an older tasks and the pop-up stops reacting.

They seem to start/run but the GUI can't handle it.

That isn't necessary, yaml has other drawbacks with escaping apostrophes et c. For multi-line, it's on the backlog, see: https://github.com/kown7/rmtoo/issues/20 IIRC it's already a feature if you're using the LatexJinja2...
