WIP: follow mouse in a lazy manner - only when it moves out of the frame

hi. seems to work on my machine. would there be interest in merging this functionality if i add a new command line option for it? (--follow-mouse-lazy?)

all predicates have zero self, zero children, zero cumulative. Call counts are recorded fine. V8.3.18, V8.3.28. docker.
