I also came across this problem. When starting/waking up and torch='on' it doesn't work. After any screen update, torch starts working as expected.
Стоп, вы про list-general.txt? я думал в него вносят сайты, на которых надо врубать шенкование пакетов, а для github вроде как не надо. Его не "замедляют", пока что... А вообще...
