Implement OBS Capture

This draft will implement OBS capture with dynamic switching when a fullscreen application is detected.

Current limitations:

• Sometimes the capture takes a few seconds to switch so we should probably delay the switch until the first frame is captured
• Sometimes the obs-rs library thinks there is a "restart" event which causes heavy stutters in the capture
• Steam overlay isn't visible with obs capture
