Trigger background functions using the pubsub emulator

This would be awesome for developing a pipeline and seeing it work during integration testing.

Emulator Doesn't See File Changes In Debug Mode

See feature added in #62. And reason this [is disabled](https://github.com/GoogleCloudPlatform/cloud-functions-emulator/commit/adefb87bacb63a7ebc29f7285ff7e7667c8ed9b6#diff-b4356652e6f924ccdf5dd7bb65c07d66L142) when in debug mode? I'd kinda like both! :) **EDIT**: I just grabbed the source and now I see why...
