https://github.com/yunify/qingcloud-csi/blob/5af7e3e5fe0aabeec41d72af476011561219d976/pkg/common/common.go#L85 如果卸载硬盘尝试次数超过max后，iaas恢复，可以正常卸载硬盘。这时候这个逻辑就会一直阻止控制器向iaas发送卸载硬盘的任务。 是否需要一个机制可以解决这个问题？

先删除service得注解，再修改type。没有触发LB监听器更新。
