I have been experiencing this on Windows some (also with windows starting offscreen); I think it is getting confused with the size of the title bar.

I will rename this issue to be more accurate regarding the actual problem.

We also might want to support automatically defaulting to system scaling, scroll speed, and other settings. It is a tradeoff between consistency with the system and consistency across Cogent Core...
