With this selected, the set could just be used for isolate selection.
This could eventually be used to feed a storyboard. The default would return a standard list of isolate routes, but there could be an argument to return the whole dataset...

Arguments should allow any parameters accepted by BLAST and return all fields.
It should be possible for a curator to set an embargo date when records are uploaded. These would automatically become public on that date.
This would also allow them to upgrade a standard user to a submitter.
Only necessary when site-wide accounts are not being used.
