HarfBuzz with `--features=-curs`: 

This is a font and engine issue similar to https://github.com/latex3/unicode-math/issues/592. The font has (excessive) math kerning for P and each engine is applying it differently.

XeTeX grew an option to handle space shaping since then: there is now [`\XeTeXinterwordspaceshaping`](https://tug.org/pipermail/xetex/2016-February/026398.html).

Or you can kern it wider, I don't think the substitution is necessary, but either should work.

Ruqaa is almost never vocalized, so fixing this issue was not a priority.
