This is not the case for me. I have, and always have had, "Open previous windows and tabs" unchecked in FF settings. I just came back to this after uninstalling...

I could use this right now. I can't use Octopi atm because I don't want to upgrade thunderbird and, afaik, there is no way to exclude packages from an update...
