Can I suggest 2 things: 1) Support more parameters from the underlying module (e.g. `skipSuccessfulRequests`) 2) move slow-down to a new policy (while supporting rate-limit -> delayAfter / delayMs parameters...

I am happy to create a PR for this, but since webpack 4 requires node version >= 6.11.5 (current package requirement is >=4), technically this is a breaking change. @jgranstrom...
