I'm having same issue. Are you using parallel pipelines that uploads same artifacts from multiple steps? For me, I am seeing this issue intermittently on different stages of the parallel...

same issue on Intel Core i9 `sudo ln -s /Library/Developer/CommandLineTools/Library/Frameworks/Python3.framework/Versions/3.8/lib/python3.8/config-3.8-darwin ` fixed the issue
