You can use `ip-restriction` with `real-ip`, e.g. https://docs.api7.ai/hub/ip-restriction#restrict-access-using-modified-ip

From TEST18 in https://github.com/apache/apisix/blob/master/t/router/radixtree-sni2.t, it looks like it should be supported.
Do we need this PR still? The most beneficial change here as it seems is to re-arrange etcd and APISIX installation order. Let's re-align what needs to be done here...
