docs: `contributing.md` guidelines should mention instructions about building the project locally

Current State

The contributing.md doesn't define how do you build the project locally. As a contributor, my first step would be to go through the contributing guidelines and set up the project locally. It can be better if we could link to development guidelines in the contributing.md file.

Mention about building the project locally in the contributing.md file
