@9959naresh That error may not be fatal, its probably just looking for files in some default locations. Did you try accessing the server at localhost:8080?

@apparentlymart could you provide an overview (or link to documentation) for terraform 0.12 state handling changes? If a busy build or TFE server crashes, this could lead to "lost" state...
