I've opened an [issue](https://github.com/RIOT-OS/riotdocker/issues/242). It's probably a race in the riot repo that somehow shows here more often.

One option would be to move the vendor toolchain installations into scripts (e.g., one for arm, one for riscv, ...), together with information on dependencies. The latter could be done...
As long as we specify the exact distribution (xenial ATM). ;)
Would it make sense to rename the existing `rtc_set_time()`, and do the sysbus stuff once, calling the renamed ones?
I'm not entirely sure if these notification should be part of periph_rtc.
