Did that as well.
For testing I used `/frame create gif https://media1.tenor.com/m/OyIyoWvZvUEAAAAd/cute-cat.gif 4 2 combined`
I used it with different URLs, including S3 buckets, still didn't work
I just did it on another server with the same settings, it worked, the only difference was the version (1.21.4) (Didn't work on 1.20.6) Still didn't fix the issue tho

It says "Created Sucessfully" and on maps it's just the first frame
