Does your kernel use Bluetooth as a module or built-in? Run `lsmod` to find the loaded modules. Everything starting with `b` is potentially about Bluetooth (except `bpfilter` and some others)....

The controller uses simple secure pairing, in theory it doesn't need explicit pairing - just a connect request. OTOH, it behaves odd and nondeterministic. But that's not a driver issue...
