I've just discovered this issue as well. I don't think the heading level should be `h1`, because there should only be one `h1` per page. It should probably be configurable...

I would prefer something like using https://github.com/michael-ciniawsky/postcss-load-config to detect if I have a config file in the package directory and fall back to some defaults if not.
