CFE_TBL_DUMP_CC can overwrite .so in /cf/

**Describe the bug** CFE_TBL_DUMP_CC can overwrite a .so file inside /cf/. If the currently running APP overwrites the .so file that it is using by some App with the TABLE_DUMP...

Why not "real restart" in the cFS CFE_ES_RESTART_CC Command??

CFE_ES has a restart command that name is CFE_ES_RESTART_CC Command but when i use this command in the cFS [(main branch 9af12889d019903b3310c27477656ddaddd6bcde)](https://github.com/nasa/cFS/commit/9af12889d019903b3310c27477656ddaddd6bcde), it just exits the cFS process NOT RESTART....
