yeah, but I mean if resolving those urls were part of dat-node for example, we would get this feature for free in all tools using dat-node

possible now in code, just need to expose through the UI

oops, assigned this to the throttling milestone but didn't reflect that in the title. this is a collection milestone for all the todo backend tasks to implement throttling.
