There is text there that says "Specification link". I don't think that the screenshot shows help text. It is displaying a heading, a link, and a value of an enum....

This problem got resolved. I see the bullet items in the help for that form field now.

The work-around for now is for any reviewer or site admin to vote "Review started". That makes the gate appear on the reviewers' dashboard. However, that same person cannot then...

This was one way to implement it, but instead of setting a "No response" vote, I think it would probably be better to have an explicit assigned_reviewer field in Gate.

I agree it is confusing. We are in the process of phasing out the old "pencil mode" (Guide UX) and it has taken a long time because of other tasks....
