The (*) is about pTeX. Any form of handling of characters outside of the ASCII range is hard there, and I'm not totally confident that what's implemented is 'right' or...

Seems to miss `l3build-unpack`, and then life gets ... interesting

Now `unpack`, `install`, `check` all work, but `doc` (and thus `ctan`) fail.

There is an existing hook, but it runs before the main tests. I can look to add a matching 'after' hook, if that sounds useful?
