This is an awesome concept @mdahlstrand. We'll get it into the spec.

I love this @eduardoboucas and would like to see a proof of concept, so please proceed.

Global rate limiting is really for us, whereas collection and client rate limiting is for customers. So the former is more important than the latter in the near term.

There should not be a dependancy on Queue for simple tasks such as publishing on a specific date: the overhead is unnecessarily high. Document-level tasks should be handled by API.
