I'm thinking we add a link from dotnet/aspire to dotnet/aspire-samples repo...right under the deployment / samples section. Right now it points to a subfolder in dotnet/aspire repo.

I was unable to repro this on DevContainers/Windows. I suggest we say this is an environment/network issue on your end since we can't repro it here.
If the hook is manual, then why is it associated with an action? Why should it be under postprovision if it is always manual?
