Handle fuzzer selection in a way that is compatible with the fact that corpus access doesn't happen during uworker_main. This means we will not be able to record fuzz targets...
This is faster and less likely to run into rate-limiting issues. We can probably also get rid of hard to debug multirprocessing code.
This will reduce the number of calls we make to the credential API.
It supports 3.11 now.
After uworker migration is complete.
