yapf is broken, it doesn't support `async with` and is hard to disable on files that use it.

Build and push base-builder-clang-full without clobbering the regular base-clang or base-builder images. This will be used for running the extra tools on fuzzing builds.
We previously aimed for 103K cores. Empirically, I found we used roughly 93,000 cores. Fix this by aiming for 110,000 cores.
