Upgrade to Python3.11 from 3.10 breaks some projects

We are upgrading so that oss-fuzz matches our internal infra (e.g. ClusterFuzz) runs 3.11. For projects that the upgrade breaks, we will pin them to the last base-builder before the upgrade happens. Maintainers of these projects, please upgrade as we cannot support projects using older base images.
