20231013 should be the fixed version. we decided to NOT point release 20230618 at this time.

I agree this is needed. I'm trying to link SOAP requests together for testing, and not having proper XPATH support makes this nearly impossible.
reading through the thread in 199, I do have the steam runtime useflag enabled. As far as I know, not having installed as a system lib breaks Civ V.
I also ran into this and did not look for an issue before submitting a PR. However my PR #2784 also addresses this issue.
I too would appreciate matrix integration. Tbh I have not been impressed with the built in Talk. The chat is super basic without even offering a way to add/upload attachments...
