[Bug]: Run OpenVINO benchmark_app with Yolo-v4-tf model Failed on NPU

Any update ? BTW, I got another error when running benchmark_app with INT8 yolov8 model under the same test environment: `error: MultiClusterStrategyAssignment Pass failed : Cannot get per cluster memory...
