The default shortcut of Ctrl + Ins to add a bar before won't work for me on Windows, is this related/covered in this issue?

I am using full desk top layout with NVDA. When I press NVDA + 1 to go into input help on it will then say what each key pressed does....

Marc I was wondering if you could test out with NVDA running if you go to the create shortcuts and redefine the one for bringing up the insert bar dialogue...
