Removed `timecop` gem in favor of `travel_to`

@mike-burns this may indeed be a good time to revisit this. In fact `freeze_time` was added to [ActiveSupport](https://api.rubyonrails.org/v5.2.0/classes/ActiveSupport/Testing/TimeHelpers.html#method-i-freeze_time) in Rails v5.2
