This is a gap in the OpenTelemetry specification. https://github.com/open-telemetry/opentelemetry-specification/issues/2986 I support specification work on this, especially if it will help solve the issue here.

Let's take sending_queue and retry_on_failure out, those belong in separate components.

Similar to our existing attributes_processor, the "filter" processor is a basic component that filters without modifying data.
