Stamen Tile CDN returns 503

Recently the [stamen tile](http://maps.stamen.com/#terrain/12/37.7706/-122.3782) CDN has been returning a 503 error intermittently. A new tile server needs to be found.

Caching issue on wagtail 2.7

Can be replicated by copying production caching settings to dev settings using wagtail 2.7. Some caching related items in `core/signals.py` and `core/models.py`.
