Same issue here. In my case there is no rc.local in my original image. It looks like pishrink.sh is not creating it.

Is there a fix or work-around for the key names being wrapped in "`" ? It's breaking my code.

Running setcap in a post-install script will rendered the rpm unverifiable - I.E. a file on the filesystem is different to its representation in the package manifest.
