Limit to 60 fps in deploy

When deploying the engine, limit its fps to 60. The root of this problem are the monitors with update frequency bigger than 100Hz. `requestAnimationFrame` updates in sync with monitor frequency....

I suspect that it can already be done with SpeedEvent using force_axis setting.

Improve shop NPC interaction when talking from the back.

When talking to shop NPC from its back, it should start a dialog and not the shop.
