I tried this with gcc6.3.1 20170216 and still get the same behaviour.

Hmmm ok, I did just get it to "sort of" work. I have "command" and "alt" ticked and cmd-ctrl-left mouse drag moves Chrome and Telegram desktop, but doesn't move terminal...
