when the lobby leader clicks a button to go to next mission, and then either leaves or gives leader to someone else, the lobby gets stuck

entities which got a think function with AddThinkToEnt will still have it after instant restart

Since AddThinkToEnt limits think speed to 0.1 like you said, have you tried using DoEntFire("risvc_computer", "RunScriptCode", "Think()", 0.01, null, null) in the think function itself?
