[Front Office] Add a possibility to edit and remove risk owners

Implement risk owners management.

In the UI we need to have a possibility to export objects from a '.csv/.xlsx' file.

Edit impacts in global assets

A risk analysis in english you can't edit impacts of two same global asset.
